Senior Economist
Founded in 1997, CivilTech Engineering, Inc. is a multi-disciplined consulting firm specializing in civil engineering, water resources, transportation, structures, economic analysis and Geographic Information Systems. We provide planning, analysis, and design services to public and private entities across the United States . The firm is located in Northwest Houston in the Cypress area.

The Economics Division works with the Water Resources Division in projecting flood damage assessments utilizing the U.S. Army Corps of Engineers' (USACE) HEC-FDA model. The group develops and maintains structure inventories, provides risk and uncertainty analysis, field surveys and data analysis for a watershed or study area, and conducts cost benefit analyses. They have assisted many Public Agencies with data collection and flood damage surveys in connection with developing new depth damage curves utilized in the HEC-FDA model.

CivilTech is seeking a Senior Economist to conduct and manage economic analysis and research for federal flood control projects with the USACE, the Federal Emergency Management Agency (FEMA), and many other public agencies throughout the United States . This position would also conduct benefit cost studies and related research for multi-hazard events in various communities. The selected candidate would be involved in hazard identifications for hurricane response and recovery, and losses avoided studies for mitigation projects utilizing FEMA's HAZUS-MH modeling tool. Salary range: $90,000 - $120,000 based upon experience and qualifications.

Responsibilities:

  • Conduct and Manage economic studies for flood damage reduction projects, navigation studies, and other civil works projects
  • Supervise the performance plan formulation and economic studies for major flood damage reduction projects
  • Research and write analytical reports, briefing papers, and other technical publications
  • Act as primary contact with federal, state, and local governmental clients
  • Provide information and technical assistance to internal divisions and external subcontractors
  • Manage mid and junior level economists and researchers

Job Requirements:

  • Advanced degree in Economics, or related field and at least seven years of professional experience in economic studies
  • Proven knowledge and expertise in economic studies with the USACE, FEMA, and other agencies
  • Experience in writing economic reports, technical modeling, and working with large data integration projects
  • Technical modeling expertise in HEC-FDA and other economic modeling software
  • Understanding of the USACE Planning Guidelines and Civil Works Program
  • Excellent writing, analytical, and quantitative skills
  • Ability to communicate technical details to lay audiences and the news media as well as technical personnel
  • Ability to initiate and balance multiple projects at once and to work independently or as part of a team
  • Previous experience in government or consulting firms involved in USACE and FEMA federal contracts a plus

Entry Level/Jr. Economist

CivilTech is seeking an entry level Economist to assist in the analysis of large databases using statistical methods, provide economic modeling capabilities using the U.S. Army Corps of Engineers (USACE) Flood Damage Analysis software (HEC-FDA) and the Federal Emergency Management Agency's (FEMA) modeling tool HAZUS, prepare memoranda of results, and provide assistance in plan formulation for flood damage reduction study projects.

The person will be trained in the use of the specialized economic modeling tools. The position will report to the Director of Economics and will work closely with the Water Resources Division. Salary range: $36,000 - $62,000, based upon experience and qualifications.

Responsibilities:

  • Develop data sets for use in models
  • Assist in coordination of technical data with the Water Resources Group
  • Assist in preparation/field verification of structure inventories

Job Requirements:

  • Minimum of a Bachelor's degree in Economics, Statistics or Mathematics
  • Strong quantitative background
  • Experience with database manipulation and management
  • Excellent verbal and written communication skills
  • Able to work independently, prioritize and meet deadlines
  • Ability to learn new modeling software (HEC-FDA and HAZUS)
  • Experience with statistical modeling and software is a plus

Geographic Information Systems (GIS) Programmer
CivilTech Engineering, Inc., a nationally recognized water resources, civil engineering, and economics engineering firm, seeks a GIS Programmer in the GIS Division to join our Houston office.

Applicants will possess a Bachelors degree in Geography, Computer Science or a related field. Must have some previous experience in scripting or application development. Working knowledge of one or more of the following is desired: VB, .Net (VB or C#), Java, HTML, ASP, Javascript, Java, XML, ArcGIS Server, ArcSDE, ArcGIS, SQL, Oracle, UML. Experience with relational databases; Strong problem solving skills and solutions vision; Ability to multi-task, prioritize, and meet deadlines; and interpersonal and communication skills as well as written and verbal English language proficiency.

Duties will include application development, QA/QC, database development, GIS analysis, geodatabase implementation and configuration, data preparation, mapping, and additional related tasks. Travel may be required for onsite support, design and specification meetings.

GIS Technician
CivilTech Engineering, Inc., a nationally recognized water resources, civil engineering, and economics engineering firm, seeks a GIS Technician in the GIS Division to join our Houston office.

Responsibilities include performing tasks in ESRI GIS Software package; strong digitizing and editing skills; map preparation; updating and maintaining GIS data layers.

This position requires a minimum B.S. in geography, cartography, GIS, water resources or related disciplines. This position requires 1-2 years of progressively responsible technical experience utilizing ESRI GIS software. Professional experience may be substituted for education requirements. Must demonstrate an attention to detail and the ability to work efficiently with teams to complete projects under deadlines.

Education & Experience:
Texas licensed professional engineer with 10-15 years experience in performing hydrologic and hydraulic studies for flood control projects, storm water drainage systems, master drainage plans, USACE feasibility studies, FEMA flood insurance studies, and highway drainage systems. Must have at least five years of project management experience. Must have a BSCE and MSCE (preferred). Certified Floodplain Manager (CFM) a plus. Out of state applicants must be capable of obtaining a Texas PE within one year.

Computer Modeling Skills:
Proficient in working with HEC-HMS, HEC-GeoHMS, HEC-RAS, HEC-GeoRAS, HEC-SSP (formally HEC-FFA), HEC-DSS, XP-SWMM, and ArcGIS. Other software applications include Bentley Haestad Methods Pondpack, TxDOT WinStorm, and other support applications.

Essential Duties and Responsibilities
•  Candidates must be able to demonstrate the ability to perform hydrology and hydraulic studies using standard USACE software. Responsibilities will include one- and two-dimensional modeling for complex watersheds and hydraulic structures.
•  Candidates must be able to prepare written technical reports and with excellent verbal communications.
•  Candidates must demonstrate the ability to supervise a staff of professionals and control all project activities and monitor project progress and performance. Client interaction is essential for the candidate.
•  Candidate must have a working knowledge of FEMA regulations, policies and procedures for floodplain mapping studies.
•  Candidates should have some experience in preparing proposals, scope of works, and budget estimates.
•  Must be able to handle multiple projects simultaneously.

Assistant Engineer III
(Cypress , TX ) 40 hrs/wk.: Perform hydrologic and hydraulic modeling using standard software such as HEC-HMS, HEC-RAS, HEC-DSS, SWMM, and WinStorm for roadway, subdivision and channel improvement studies. Working knowledge of AutoCAD and ArcGIS is required. Requires MS degree in Civil Engineering and EIT registration.
