CivilTech Engineering, Inc. is a dynamic consulting engineering firm specializing in civil engineering, water resources engineering, transportation design, structural engineering, and economic analysis and real estate appraisal services. The firm maintains Headquarters in Houston. We provide a full range of professional services in planning, analysis, and design to public and private entities in the states of Texas, Oklahoma, and Louisiana.

CivilTech was founded in 1997 by Mr. Melvin G. Spinks, PE. Throughout the short yet distinguished history of our firm we have remained focused on client satisfaction and the pursuit of excellence. Because of our outstanding reputation, proven expertise, and untiring commitment to service, CivilTech has grown to become one of the region’s premier consulting engineering firms.

Proven Track Record & Experienced Staff
CivilTech has a proven track record and excellent working relationship with the City of Houston, Harris County Flood Control District, Harris County Public Infrastructure Department, Texas Department of Transportation, Metropolitan Transit Authority (METRO), U.S. Army Corps of Engineers, and many other public agencies and private organizations.
